How Topics Are Admitted

A topic is promoted when at least one public investigation, evidence brief, document autopsy, or timeline reconstruction can anchor the subject with cited records. The anchor page has to identify the source set, explain why the records matter, and separate document facts from interpretation. A person, organization, location, or legal proceeding is not promoted merely because OCR saw the term in a PDF, because the term appears in a filename, or because it appears in a navigation label. The default path for unreviewed topic material is a crawlable research utility on the wiki host with noindex,follow, so readers can still use the material while search engines are not asked to treat it as a finished landing page.

The standard is deliberately conservative. Where the evidence only shows presence in a document, the topic page must say that. Where a source only creates a lead for later review, the topic should point to the open receipt slot or source card instead of implying a finding. Where a topic spans separate document families, the guide must preserve those separations rather than flattening them into one narrative.
