Status finding, not guilt finding. Released SDNY notes show that serious allegations concerning Leon Black were referred to federal prosecutors in 2023. The strongest status receipt is EFTA02731478: on June 12, SDNY said it was deconflicting with the Manhattan District Attorney and had not opened an investigation. The released batch does not contain a later opening EC, charging memo, indictment, or declination letter.
What the released documents establish
- EFTA02731482. Wigdor attorney Jeanne Christensen was introduced to an SDNY contact and offered a call, with a longer client call to follow.
- EFTA02731488. An SDNY call note records Christensen's referral of allegations concerning Black, including allegations involving a minor and conduct said to have occurred at Epstein-linked locations. This is an attorney-to-prosecutor intake note; it is not an indictment, sworn finding, or adjudication.
- EFTA02731486. An internal thread says an earlier set of reports involving Black / Maxwell / Epstein had been reviewed and deemed not viable for that office, while the new referral potentially added people not in the earlier review.
- EFTA02731478. SDNY wrote that DANY had interviewed the minor, that SDNY was deconflicting with DANY, and that SDNY would not contact the redacted subject "at this stage" because it had not opened an investigation.
- EFTA02731484 / EFTA02731479. Christensen followed up after public reporting of Black's $62.5 million U.S. Virgin Islands settlement and asked SDNY to take a hard look. The internal forward asks whether the office had circled back after reviewing DANY material.
- EFTA02731490. A later email references a share-folder caption "US v. Black." GAH treats that as a folder label only. No indictment or charging instrument is attached.

What is missing from this release
- An SDNY opening EC for a Black investigation.
- The DANY interview notes the June 12 correspondence says SDNY was awaiting.
- A federal charging memo, indictment, declination memo, or Black interview.
- A source-locked link between the 2012 trauma-journal material elsewhere in Data Set 12 and the 2001–2002 allegation described in the 2023 referral.
What this investigation does not claim. It does not treat the referral allegations as proved; it does not say the FBI or SDNY possessed unused "slam-dunk" evidence; it does not convert "no investigation opened" on June 12 into a declination; and it does not identify any redacted victim, parent, school, or private counterpart.
